Kenya has made important strides in safeguarding children, yet the reality remains that many still face serious risks to their safety and wellbeing. Violence against children is widespread nearly half of young adult’s report experiencing physical, emotional, or sexual abuse during childhood. Girls are particularly vulnerable, with child marriage and female genital mutilation continuing to affect significant numbers despite progress in reducing these practices. Emergencies such as floods, droughts, and epidemics further heighten risks, while the rapid growth of digital platforms has introduced new forms of exploitation online.

The country’s legal framework is strong. Article 53 of the 2010 Constitution guarantees every child protection from abuse, neglect, harmful cultural practices, violence, inhumane treatment, and exploitative labor. However, enforcement and implementation remain uneven, leaving many children without access to the care, justice, and protection they need.

Community-level challenges compound the problem. Poverty, family breakdown, and limited awareness of children’s rights contribute to neglect and separation. Many children grow up without parental care, while those in institutions often lack the nurturing environment necessary for healthy development. Social norms and traditions, though slowly changing, continue to perpetuate harmful practices in some regions.

Despite these challenges, progress is visible. Rates of female genital mutilation have declined significantly over the past two decades, and national campaigns have mobilized communities to reject violence and harmful practices. Child protection services are expanding, with helplines, psychosocial support, and reintegration programs offering lifelines to vulnerable children. During the COVID-19 pandemic, these services proved critical, reaching thousands of children and caregivers with counselling and support.

Kenya’s child protection landscape is therefore one of both promise and urgency. The foundations for safeguarding children are in place, but sustained investment, stronger enforcement, and deeper community engagement are essential.
